A Direct Offer of Service to Sierra Leone: Addressing Diplomatic Challenges with the US

Dec 2, 2025

To my fellow Sierra Leoneans, and directly to His Excellency President Julius Maada Bio and the distinguished Minister of Foreign Affairs and International Cooperation, Mr. Timothy Kabbah,

For over 10 years, my professional life has involved international relations, strategic communications, and global development across the US, Europe, and Africa. As a published author, academic researcher, and executive with a PhD in International Relations, I have focused on understanding global dynamics and delivering measurable social impact.

My experience includes leading critical public health communications alongside the U.S. CDC in Africa and driving significant growth for multinational corporate organizations. My academic background, including a PhD and double Master’s degrees, provides a strong foundation in international law, diplomacy, global communication, corporate governance, and the US and European foreign policy, enabling me to craft narratives that bridge divides. My book, “African Brain Drain,” further highlights my understanding of key African issues, particularly African migration, US foreign policy, and human capital development.

Addressing Diplomatic Challenges with the US

It is this specific expertise, combined with a deep sense of national duty, that compels me to speak out today. Sierra Leone is currently facing sensitive diplomatic issues with the United States, especially concerning visa restrictions and the recent review of Green Cards for our citizens. These developments significantly affect the lives of many Sierra Leoneans, both at home and abroad.

I believe that during such critical times, a nation benefits from the knowledge and skills of all its citizens, wherever they reside. Given my proven background in theoretical diplomatic negotiations, strategic communications, and international relations – gained through years of practical work and advanced study across several continents – I am well-placed to offer a strategic and technically sound approach to these complex matters.

My love and commitment to Sierra Leone are unquestionable. As a citizen, I feel it is my duty to “Put Sierra Leone First” and respond when my country needs support. Therefore, I am respectfully and patriotically offering my expertise, my network, and my time – entirely “WITHOUT CHARGE” to the government of Sierra Leone. I am not seeking a job; I am offering to serve my country at no cost.

I am confident that, with an official mandate from my government, I can use my deep understanding of U.S. foreign policy, my extensive professional connections with key California lawmakers, and my diplomatic skills to help manage and navigate these important discussions with the U.S. Government. My goal would be to ease the difficulties our people face and to build a stronger, more stable diplomatic relationship between Sierra Leone and the United States.

I am intentionally seeking an opportunity to be given a mandate by the government to contribute my abilities to this vital national effort. Further details about my work and background are available at www.dralhajiktarawally.com.

Despite our tribal and political differences, let us work together to build connections, shape impactful stories, and drive lasting growth for our nation. Sierra Leone deserves our best.
